Cecil Duncan (deceased) was constantly administering hockey in the area. He played a key role in the creation of Ottawa’s first Sr. Hockey league. He managed the Ottawa All-Stars on their successful European tour in 1932 and managed the Sudbury Wolves on their Title-winning European tour in 1936. Cecil was VP of the Quebec Rugby Union and was a board member of the Ottawa District Hockey Association (ODHA) for 51 yrs. In 1953 Cecil was awarded the ‘Gold Stick’ order of merit in hockey by the Ontario Hockey Association. This was presented for outstanding service to the game as other than a player.
